BACKGROUND AND PURPOSE OF ASSIGNMENT
Objective of this assignment is to manage and support development and implementation of a nutrition sensitive social behaviour change communication strategy and interventions with a focus on nutrition behaviour change as it relates to the WFP/MoEYS school meals programme.
This position will report to the Nutrition Advisor, and in collaboration with nutrition and school meals programme team.

DURATION: 11 months
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
1. Leading the development of SBCC strategy and related interventions centered on WFP’s school meals programme in
a. Support and coordinate the development of an overarching SBCC strategy and implementation plan to guide the pilot of nutrition behaviour change communication for pre-primary and primary school children in Cambodia
b. Support the ongoing snacking behaviour study and coordinate across agencies to ensure alignment with the implementation plan for rolling out/piloting the implementation plans.
c. Consult on and share key updates across units on the strategy and implementation plan development.
d. Coordinate with the different stakeholders (UN, government, private sector) to ensure the timely deliverables are received
a. Conduct desk review, formative research and other assessments towards the development of SBC interventions/nutrition education for different component of the school meals programme as required
b. Support the development of a CO level integrated strategy to adapt to nutrition programme outcomes as part of the CSP
c. Engage with Government and other relevant UN agencies, INGOs and civil society organizations to collaborate on SBC interventions where alignment is possible
d. Engage with key Govt counterparts (national, district and local officials) national policy and strategy, specifically the National Strategy for Food Security and Nutrition, the School Health Policy (draft), the National Policy on Early Childhood Care and Development, and the National Social Protection Policy Framework.
e. Engage with WFP regional/HQ nutrition sensitive and SBCC focal points to understand the regional/global priorities to update on SBCC related aspects on the Cambodia nutrition sensitive school feeding programme
2. Undertake review of the school nutrition interventions and identify new interventions
a. Review the existing curricular and extra-curricular nutrition learning and behaviour change platforms such as school gardens, school clubs, health visits and School Nutrition Day and the existing nutrition activities implemented as part of school feeding programme, such as food safety and hygiene trainings and development of cookbook to determine inclusion/exclusion into the overarching strategy based upon alignment with key school feeding objectives.
b. Suggest possible activities to plan less intensive SBC interventions and align with the overall nutrition outcomes
c. Prepare a phased implementation plan, considering restrictions due to COVID-19 geographical areas, climatic zone, cultural practices, and other factors as determined by the formative research
d. Coordinate internally with CO team, RBB and HQ for review and feedback on required deliverables
3. Identification and recruitment of third parties (companies/NGOs) to conduct SBC related work (includes research, strategy, collateral development) creative agency/ies
a. Develop the ToR for recruitment of agencies required for various SBCC activities ; liaise with procurement as per the requirements and oversee processes as relevant.
b. Act as liaison between the third parties and CO/RBB to coordinate input across units to ensure all deliverables are satisfactorily
completed per TOR and translated correctly
c. Supervise the agency/ies to conduct the required assessments, research, pre-tests in order to ensure the deliverables are
d. Ensure all proto types are saved and documented in files accessible to relevant unit members.
4. Oversee the development of an M & E framework for all SBC/nutrition education interventions
a. Based upon the SBCC strategy and implementation plan lead the process to develop an integrated monitoring and evaluation
logframe that includes both corporate and project specific indicators, ensuring alignment with McGovern-Dole and other school
meals programme existing results frameworks and performance indicators. This includes development of pre- and post-tests
related to SBCC analysis of collected data.
b. Engage across WFP programme and M&E units and third party contractors to ensure the data collection is aligned with the
a. Coordinate, consult and share the reviews and assessment conducted across units and inform any key insights.
b. Support the development and implementation of regular knowledge, attitudes, and practices studies as this will serve as
baseline/midline/endline across projects promoting behaviours.
c. Support M&E CO team to conduct oversight and data analysis of corporate and project specific indicators related to the pilot
project and translate the findings into communications products.
5. Develop communication strategy to disseminate and share the SBC related updates and findings
a. Develop a communication package on the SBCC pilot that includes development of materials, such as 2-pagers,
Sway/Prezi/PowerPoint presentations, talking points for engagement with donors, development partners and Government,
development of Tweets/FaceBook posts, presentation of Brown Bags through HQ/RBB, management of support for Cambodian Goodwill Ambassador for SBCC pilot, storyboarding for photographic and video series, case studies, articles for WFPgo/WFP.org/Medium, etc.
b. Develop Tableau dashboard for the SBCC pilot that visualizes the data from M&E logframe and update it regularly based upon data from field office and cooperating partners
c. Ensure donor visibility and communications products are developed to enhance reporting to key school meals donors.
6. Other tasks:
a. Identify and support funding opportunities to mobilize resources for implementation of SBCC activities
b. Ensure timely deliverables from vendors and agencies as required
c. Keep track of budget and other expenses incurred
d. Any other activities as needed
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: • Master’s degree in the field of social and behavioral sciences or anthropology as well
as training in nutrition, public health, communication, or related field
Experience: • At least 3 years of professional experience implementing or supervising social and
behavioral change interventions related to health and nutrition
• Experience in implementing large-scale SBCC programs in nutrition or public health
including advocacy as part of social and behavioral change
• Experience in designing/managing evidence based SBC programs (incl conducting
formative research, pre-testing materials, training, developing monitoring and
• In-depth experience in community mobilization and program management
• Exposure to the nutrition and / or health environment in Cambodia would be an asset
• Excellent interpersonal skills required, including strong professional communication
• Understanding of food systems and drivers of double burden of malnutrition in a
nutrition transition context
• Knowledge of formative research methods, including qualitative methods
• Strong analytical and report writing skills
• Ability to work within tight deadlines and manage multiple tasks simultaneously
• Proven ability to conceptualize, develop, plan, and manage programs,
• Excellent leadership and teamwork skills, good analytical, communication,
negotiation, and advocacy skills
• Ability to work in a team and establish effective working relationships with people of
different national and cultural backgrounds
• Advanced computer skills with mastery of Windows and Microsoft Office
• General knowledge of WFP programs is an advantage
• Experience as a consultant producing and delivering quality results
