In Zimbabwe, UNICEF works with government and its different ministries/departments (Health and Child Care, Education – primary & secondary, Environment, Water and Climate, Labour and Social Welfare, Women and Youth Affairs, Justice, Legal and Parliamentary Affairs etc.) on programmes and emergency actions related to children and women. To support achievement of results, NGOs, CBOs, academia, and other institutions are also engaged to implement different programme and build capacity at national and sub-national levels. Through the decades, UNICEF Zimbabwe and partners have had a rich history interlaced with many successes and lessons learned in the use of communication to further programme goals as for e.g. promotion of immunization services, nutrition, WASH, child protection, early childhood development, inter alia.
Capacity development, especially on behavioural and socio-cultural research, strategic planning, approaches and tools for C4D/social and behavior change communication, partnership management, monitoring and learning approaches is a corner stone of the current UNICEF country programme. UNICEF has been working on developing partner capacity on C4D. However, there are many areas to improve in order to make efforts more structured and systematic. Regular assessments of national and local institutional capacity in terms of needs and gaps analysis are required – there have been no comprehensive national capacity assessments or mapping exercises done on C4D yet.
UNICEF’s Communication Section would thus like to undertake a capacity assessment in C4D of key national and regional institutions including Zimbabwe academic, governmental and non-governmental institutions. The capacity assessment will inform the design and implementation of appropriate initiatives to build capacity of select institutions/academia and help to create a critical mass of C4D professionals to scale up and intensify evidence based C4D interventions as a part of development programmes and emergency responses, at national and sub-national levels, and across all sectoral areas.
Purpose of Consultancy
The study will map key institutions within the country working in this area and assess their capacity, (based on an agreed upon definition and framework for the measurement of the elements and factors that constitute ‘institutional capacity’), and willingness to be engaged on C4D capacity development initiatives. The findings from the study will inform the development of C4D partnerships and strategies for capacity development to promote the discipline of C4D and its use to advance, accelerate and sustain results for children.
