Collective Communication and Community Engagement in humanitarian action: How to guide for leaders and responders (CDAC Network, 2019)

February 11, 2019

This guide describes the framework, minimum actions and services for communication and community engagement, and the vision for a collective approach. It provides practical guidance on implementing the minimum actions and services, setting up national, multi-stakeholder platforms and providing leadership, championing and advocacy for change in this area.

The guide is intended primarily for practitioners and leaders working in national and international humanitarian and media development organisations as well as other entities involved in preparedness, response and recovery. Experience in the humanitarian sector and prior knowledge of relevant policies, plans and processes is assumed, as is familiarity with the humanitarian architecture, the humanitarian programme cycle and accountability to affected populations. The content is illustrated by numerous case studies, in order to contextualise some of the practices outlined.

This report provides an overview of the workshop themes, including critical questions raised by participants on the intersection of DDD principles and Southern practice. It concludes with three practical recommendations for DDD champions going forward.

Community Protocols in Africa: Lessons learned for ABS implementation (Natural Justice, 2018)

November 26, 2018

“Community Protocols in Africa” explores the lessons that Natural Justice has learned while working with communities to implement Access and Benefit Sharing (ABS) through the use of a legal empowerment tool: Community Protocols.

Community Protocols respond to many of the challenges that communities face when protecting their traditional knowledge and natural resources. Before embarking on a protocol process, communities may not have full knowledge of their rights, for example. They may not be clear as to who can give consent to the use of resources and knowledge, or they may not have clarified how to share benefits within the community.

While community protocols are not a cure-all, they can contribute to meeting some of the challenges faced by communities when it comes to the protection and valorisation of their land and natural resources.

Case studies from Benin, Kenya, Madagascar, South Africa and Namibia show not only the importance of Community Protocols, but how the process of developing one can bring clarity, improve governance and improve recognition of the communities’ roles in conversation and custodianship.

How to Establish and Manage a Systematic Community Feedback Mechanism (IFRC, 2018)

August 24, 2018

This step-by-step guide focuses on migration programmes but can be adapted and used in other contexts. It aims to support Red Cross and Red Crescent staff and volunteers to establish and manage a systematic community feedback mechanism using the Ground Truth Solutions’ Constituent VoiceTM methodology.

The guidance provided here complements the Red Cross Red Crescent Guide to Community Engagement and Accountability and the Monitoring and Evaluation Guide and describes how to use community feedback to improve Red Cross and Red Crescent work.

The guide provides an overview of the approach together with guidance and tools for designing and implementing feedback cycles that bring continuous and real-time data flows into day-to-day decision-making. This contributes to better and more accountable programming and helps establish structures where people’s opinions are listened to and acted on, especially when making decisions that directly affect them.
