Communication for Humanitarian Action Toolkit (UNICEF and IFRC, 2015)

This toolkit has been designed with practitioners in mind and is a resource to work with and adapt to achieve communication for humanitarian action goals. The toolkit provides guidance to humanitarian and development organizations in the area of emergency communication strategy design, implementation, monitoring and evaluation. It addresses several important aspects of communication during emergencies. These include a focus on providing essential emergency warnings, as well as communication that promotes behaviour change, community mobilization and action. Well-planned communication can help to promote community resilience and reduce vulnerability to a wide range of disasters and emergency situations.

Emergency risk communication (ERC) 5-step capacity-building package (WHO Regional Office for Europe, 2017)

In February 2017, the WHO Regional Office for Europe launched a capacity-building package on ERC in five steps to support country development or strengthening of ERC under International Health Regulations . The five-step package is a unique, sustained, country-tailored capacity-building project in ERC. It comprises:

  1. Training
  2. Capacity mapping
  3. Plan writing
  4. Plan testing
  5. Plan adoption

The five steps engage European countries in an iterative process to develop, test and adopt national health ERC plans and to integrate them into new or existing national action plans for emergency preparedness and response under the IHR. The comprehensive package includes tools for multisectoral training, capacity mapping and development, testing and adoption of an ERC plan.

Comunicación estratégica para la prevención del Zika: guía para adaptar localmente (The Health Communication Capacity Collaborative [HC3] 2016: actualizado Enero del 2017)

Esta guía de comunicación estratégica ofrece pautas detalladas y contenido ilustrativo para crear una estrategia de comunicación, con el objetivo de comunicar con precisión y de forma eficaz cuál es el riesgo del Zika y cómo prevenirlo, en un formato integral y de fácil comprensión. Esta guía toma como base el documento de orientación Comunicación de riesgos y participación comunitaria -­‐ Guía para la coordinación y planeación de la movilización social para la prevención y control del virus del Zika y Comportamientos Clave a Promover en el Marco de la Respuesta al Zika del Fondo Internacional para niños en emergencia de las Naciones Unidas (UNICEF), y tiene como finalidad orientar las estrategias de comunicación a nivel de país. Esta guía sigue un proceso sistemático y ofrece contenido que cualquier programa de comunicación puede adaptar fácilmente.

Esta guía respalda uno de los pilares estratégicos de la Organización Mundial de la Salud (OMS) presentado en el Plan de Respuesta Estratégica al Zika de junio 2016, para prevenir los resultados adversos en la salud asociados con la infección con el virus del Zika, a través del manejo integrado de vectores, la comunicación de riesgo y la participación comunitaria. Establecer una estrategia de comunicación para el cambio de conducta que sea eficaz resulta esencial, ya que empodera a las familias y las comunidades para la toma de decisiones informadas sobre las medidas de prevención del Zika, tanto para la protección individual como de sus familias.

Strategic Communication for Zika Prevention: A Framework for Local Adaptation (The Health Communication Capacity Collaborative [HC3] 2016: updated January 2017)

This Strategic Communication Framework provides step-by-step guidance and illustrative content for creating a communication strategy to communicate accurately and effectively about Zika risk and prevention in an easy-to-understand and comprehensive format. It builds on the messaging developed in the United Nations International Children’s Emergency Fund (UNICEF) Risk Communication and Community Engagement for Zika Virus Prevention and Control guidance and Key Behaviours to be Promoted in Zika Response, and is intended to guide country-level communication strategies. This framework follows a systematic process and provides content that is readily adaptable by any communication program.

This framework supports one of World Health Organization’s (WHO) strategic pillars presented in the July 2016 WHO Zika Strategic Response Plan – to prevent adverse health outcomes associated with Zika virus infection through integrated vector management, risk communication and community engagement. Effective behavioral communication is essential as it empowers families and communities to make informed decisions regarding Zika prevention measures to protect themselves and their families.
