Strategic Communication for Zika Prevention: A Framework for Local Adaptation (The Health Communication Capacity Collaborative [HC3] 2016: updated January 2017)

April 23, 2017

This Strategic Communication Framework provides step-by-step guidance and illustrative content for creating a communication strategy to communicate accurately and effectively about Zika risk and prevention in an easy-to-understand and comprehensive format. It builds on the messaging developed in the United Nations International Children’s Emergency Fund (UNICEF) Risk Communication and Community Engagement for Zika Virus Prevention and Control guidance and Key Behaviours to be Promoted in Zika Response, and is intended to guide country-level communication strategies. This framework follows a systematic process and provides content that is readily adaptable by any communication program.

This framework supports one of World Health Organization’s (WHO) strategic pillars presented in the July 2016 WHO Zika Strategic Response Plan – to prevent adverse health outcomes associated with Zika virus infection through integrated vector management, risk communication and community engagement. Effective behavioral communication is essential as it empowers families and communities to make informed decisions regarding Zika prevention measures to protect themselves and their families.

HC3 Landscaping Summary Report on Zika Coordination and Communication in Four Countries: Honduras, El Salvador, Dominican Republic and Guatemala March – April 2016 (HC3 2016)

July 31, 2016

In response to a United States Agency for International Development (USAID) request, the Health Communication Capacity Collaborative (HC3) – based at the Johns Hopkins Center for Communication Programs (CCP) – conducted a social and behavior change communication (SBCC) landscape for Zika in four Central American countries: Honduras, El Salvador, Dominican Republic and Guatemala. Due to the urgent nature of Zika, HC3 moved quickly to conduct the four landscaping visits in March and April 2016. These were not lengthy situational analyses, but rather agile observation visits to quickly take the pulse of the Zika situation and the local response.

This report is the culmination of that landscaping exercise. Below are the observations and impressions of the HC3 team, as well as concrete recommendations for USAID to consider as it formulates its strategy to support neighbors to the south in continuing to combat and prevent Zika.

Risk communication and community engagement for Zika virus prevention and control: A guidance and resource package for country offices for coordination, planning, key messages and actions (WHO, IFRC, UNICEF 2016)

March 11, 2016

The purpose of this document is to provide detailed guidance for the response strategies under the SRF. UN agencies, the International Federation of Red Cross and Red Crescent Societies (IFRC), INGOs, NGOs and CSOs can use the guidance to support the Government in the development and implementation of research driven, adaptable and context-driven risk communication and community engagement interventions. These interventions will help increase the understanding of the Zika virus and its potential consequences, prevent its spread, mitigate the impact on individuals and families, in particular women, and communities and contribute to on-going research to improve response activities and control efforts.

This document uses the best available scientific evidence, available at this time, on prevention and control of the Zika virus and its potential link to microcephaly and other neurological disorders. The messages, actions and related supporting information will be revised periodically based on the epidemiology and evolution of the Zika virus outbreak, forms of transmission, and further information about Zika and its potential link to microcephaly and other neurological disorders. Updated versions will be circulated as needed.

This guidance operationalizes the risk communication and community engagement strategies outlined in the SRF by focusing on messages and behaviours for personal protection, for community-based vector control and for mitigating the impact on individuals and families.
