South Sudan Communication with Communities in South Sudan; Gaps and Needs Analysis (CDAC Network 2016)

The CDAC Network’s Disaster and Emergencies Preparedness Programme (DEPP) aims to improve the effective delivery of humanitarian assistance through improved two-way communication with disaster-affected populations. The program, which has pilot projects in Bangladesh and South Sudan, aims to generate crucial evidence around what are the best approaches for strengthening community engagement in the humanitarian sector during times of crisis to ultimately influence a sector-wide shift in practice.

As part of the program and with the goal of generating crucial evidence around what are the best approaches for strengthening community engagement in the humanitarian sector during times of crisis to ultimately influence a sector-wide shift in practice, the DEPP team has undertaken a baseline study to look at how humanitarian organizations are communicating with communities and to provide practical and targeted recommendations on how to better engage communities in South Sudan.

Community Consultations on Humanitarian Aid: Overall Findings (World Humanitarian Summit Research Paper 2016)

In preparation for the World Humanitarian Summit (WHS), the WHS secretariat commissioned Ipsos to conduct community consultations with crisis-affected communities in multiple focus countries. The countries chosen for the consultations were Afghanistan, Guinea, South Sudan, Syria, and Ukraine, representing a diverse range of geographic regions, humanitarian contexts, and actors.

Ipsos conducted semi-structured interviews and community workshops in each country to gain in-depth information on how affected communities respond to crises, the role they see for international humanitarian responders, issues related to service delivery, and ways to improve identified shortcomings within the humanitarian system.

This complements the consultations with crisis-affected communities and stakeholder groups which took place in previous years and which were synthesized in the report, “Restoring Humanity: Global Voices Calling for Action.” This report highlighted the importance of involving marginalized populations such as women, children, the elderly, the disabled, and displaced persons, and focusing on security, dignity, and economic opportunity, emphasizing: “People’s safety and dignity must be considered the primary aim of humanitarian activity, regardless of the context or actor.”

We’re Still Listening: A Survey of the Media Landscape in the Accessible Areas of South Sudan in 2015 (USAID, Internews, and Forcier Consulting 2015)

South Sudan is the world’s youngest and most fragile country and its media landscape reflects these challenges. While the media sector has made gains in recent years, it remains challenged by a rapidly changing environment and a population lacking access to reliable and trustworthy information. Likewise, media sector actors lack reliable data on the extent of the population’s information needs and media access. These challenges are further exacerbated by conflict that has once again developed into civil war and an ensuing widespread humanitarian crisis since December 2013. Despite the immense problems that South Sudan faces, its media landscape provides significant opportunities for growth.

Internews commissioned Forcier Consulting to conduct an audience survey in South Sudan. While the ongoing security situation prevents coverage of the country on a fully national basis, this study set out to collect information on South Sudanese media access and consumption to inform the strategies and programming of media houses and media initiatives. This study is the first detailed analysis of the media landscape in South Sudan since the wide-scale conflict began in December 2013. Conducted across the country in April 2015, this survey collected data on media usage from 3,710 respondents. This survey does not purport to be nationally representative, but rather, is representative of the population that could be safely accessed in April 2015.
